From the Desk of Dr. M. Vijayanunni IAS (1969), Former Chief Secretary of Kerala

 An interesting story from Japan
News story-- "A small pet dog scared off a huge wild bear and saved the life of a five-year old boy who was walking with his 80-year old great grandfather in Japan." While the dog saving the boy from the wild bear is the most striking part of the above interesting news story, another notable fact which attracted my attention in it is that the boy was with not his grandfather as we would normally see in our country or any other country, but his great grandfather, which is a rarity that can happen only in Japan given its special demographics and the longest life expectancy there. This allows four generations to survive together like in this case -- great grandfather, grand father, son and grandson. And, as the great grandfather is only 80 it is quite possible that the family will see a fifth generation if that great grandfather lives long enough to see his grandson grow up and have a child. This is a distinct possibility given the fact that the largest percentage of persons surviving to their nineties and beyond are in Japan which also has the highest proportion of persons living beyond 100. In Japan 37 out of every 1,00,000 persons are over 100,and this segment is also fast-growing. The number of centenarians in Japan which was only 7373 back in 1996 rapily grew to 20,561 in 2002 and further to 47,700 in 2011,and according to UN projections its centenarian population is expected to reach 10,00,000 by 2050 ! What is the number of centenarians in india,we may ask.The sad fact is that we do not have reliable statistics on this aspect of our population. As census commissioner of india, i had tried to cull out and present this interesting data on centenarians but found that the primary data collected from the census enumeration exercise was not reliable enough to present such a focused statistic. In sharp contrast, Japan has a perfect population registration system which provides most accurate dynamic data on births, deaths and the age structure of a homogeneous total population of only 125 million,as against india's ten-fold higher population in a vastly diverse cultural, linguistic and geographical spread.

 Tughlakian rule quashed
The tughlakian rule on compulsory seat belt in the backseats unwarrantedly and impulsively imposed in kerala alone by transport commissioner rishiraj singh,IPS has been quashed forthwith by transport minister thiruvanchoor radhakrishnan who is seen to have endorsed all my viewpoints indicated in my post below. So far so good for the much-harassed travelling public on the kerala roads.

 Another tughlakian traffic reform
Disturbing news has come out that car-passengers in kerala are going to be harassed further by being stopped on the way and punished for not wearing the seat belt even in the back seats. This is the latest "reform" in the series of punitive impositions perpetrated one after another by the kerala government motor vehicles department under the current tughlak transport commissioner rishiraj singh IPS.
It is unbelievable that in the supposedly enlightened state of kerala under a democratic system, this official has been given a free rein to practise his whims and fancies and dictatorial ideas on the hapless public. Where are the ministers and the cabinet and what are they doing to save the public from such daily, newer and newer penal impositions by this official. The argument put out is that a rule is already there since 2002 for seat belts in the backseat. But the point is that it was never implemented because it was found impractical and unimplementatble and not worth the trouble. Such a dead letter rule should actually be scrapped without giving a chance for future revival and misuse by dictatorial officials. It is worth noting here that the new prime minister Modi has given directions to his departments to identify at least ten laws to be repealed in each department in recognition of the fact that the people are already being harassed by too many unnecessary laws. That is a good ruler.
There is no justification now for this knee-jerk reaction just because of the accidental death of minister gopinath munde in delhi, which has not been proved to be solely because of not wearing a seat belt. The actual reasons for the death are unclear and the off-the-cuff opinion of another minister harshvardhan(who was not even a witness to the accident) that no-seat belt caused the death cannot be taken as the last word.Did you ban all helicopter travel when chief minister YS Rajasekhara Reddy died in a helicopter crash. Did you ban all plane travel when Sanjay Gandhi died in a plane crash. Will you make seat belts compulsory in all bus seats in kerala on the next day after hearing a news that a standing passenger died in a bus accident in neyyattinkara.
As i write this from America,i find that even in the USA from where the seat belt law was adopted in India too, there is no law making it compulsory for the back seat passengers.Need i say anything more about this mad reform.

 A steep fall in standards
The LDF candidate has won the Kannur parliament seat wresting it from the UDF -- Election news. So what did not win was the biased effort in favour of the UDF by the present occupant of the post of chief secretary of kerala Bharat Bhushan who had called a meeting of election officers at Kannur just before the election acting as the henchman of the UDF chief minister asking them to act in favour of the ruling UDF,as was disclosed by the Leader of the Opposition, revealing the unholy nexus and the sullying of the respect due to the high office of chief secretary by the present occupant.

 Mindless All India Radio
While the voters of Kerala have already exercised their franchise for their preferred candidate for the parliament election a month back on April 10 and the election is fully and finally over for them, they have been made to listen to the propaganda speeches of north indian political parties on the government-owned All India Radio for a month after that just because some north indian states were yet to go to the polls till 12 May.These boring election speech broadcasts should have been confined to the people of the constituencies which were yet to go to the polls, instead of mindlessly imposing it on the entire unrelated population of the country, which is sheer apathy and lack of thought on the part of those sitting at the national headquarters with no common sense or consideration for the majority of the population in other parts of the country. This is why there should be true federalism in all aspects of government including the running of such public broadcasting bodies, respecting the needs and sentiments of the diverse and far-flung peoples of this vast country.

My blog on the US Census Project
Dr M.Vijayanunni, former Census Commissioner and Registrar General of India | May 3, 2014 at 7:19 am
That was an excellent blog,Terri Ann,which I,as a former head of the census of India, enjoyed reading immensely. It provides a balanced account of the whole incident , coming as it does from an independent and knowledgeable observer of census. Your advice to conspiracy theorists to not complain when response rates in the next census come up short in their congressional district, hits the nail on the head and is very appropriate, because that is the net effect of such unscrupulous sensation-mongering by the newspapers. And that there has been no mea culpa from the newspaper is most regrettable.
I endorse your observation that Americans should look beyond the sensational headlines and have confidence that the foundation of the democratic system of governance and the tools for an informed electorate – both the envy of much of the world- are in good hands ( I endorse that compliment as one from an other country who has been closely watching the American census for the last three decades). You have put the whole episode in perspective!

Terri Ann Lowenthal | May 3, 2014 at 9:21 am
Dr. Vijayanunni, so nice to hear from you, and thank you for your kind words and continued interest in our blog. The American census and surveys, and the U.S. Census Bureau are not perfect. As with any massive undertaking and large organization, there will be mistakes, problems, and employees who do not follow the rules. But accusing a statistical agency of willfully manipulating data to achieve a certain outcome, especially when the facts and evidence do not support that charge, is grossly irresponsible. The average person has enough healthy skepticism towards statistics without critics fanning the flames with wild allegations and playing to people’s worst fears. That really makes me angry! Best wishes, Terri Ann

 Importance of math
In a previous blog I had written about the importance of studying math for doing well in life, and how fascinating i had found math leading to my scoring 100 out of 100 in the math paper in my SSLC exam. There were two heartening news items recently about two math-lovers who have shown their love and mastery over math through their lifework.
One is T.V.Raman,a blind Indian expatriate scientist in America who despite his blindness achieved mastery over math to become one of the leading mathematicians in America and is credited with the invention of the world-renowned Android Mobile software.
The other is from our own neighhbourhood, Palliyara Sreedharan of Vaaram Kannur, who was a math teacher in Koodali High School, who loves math so much that he has written 111 books on math so far!

 Air India's antics
The experience in a recent Air India domestic flight on how they treat passengers was ludicrous.First of all is the lack of punctuality in arrival and departure. While the other private indian and foreign airlines are generally on the dot, this flight was delayed by over an hour which was announced in instalments after the passengers had checked in through security and were awaiting the departure announcement. This delay is seen to be a daily feature for Air india attributing it to the late arrival of the flight from its foreign sector in Gulf. Why do they operate their domestic flights in india in combination with foreign sectors if they cannot operate these in time. And this happens in this day when reputed foreign airlines operate their much longer international flights across the globe with absolute punctuality often landing at the destination even a few minutes early!
Another serious consequence of the combining of these foreign sectors with the domestic sectors by Air india is the fact that these domestic flights arrive and depart from the international terminal at trivandrum and chennai instead of from the domestic terminal as is the case with the domestic flights of all other airlines and as would be assumed by the unwary passenger who reaches the domestic terminal and would have to rush from the domestic terminal to the international terminal at the last moment. This topsy turvy arrangement has been wangled by Air india to save the towing charges and other ground handling arrangements if they had to take the aircraft from the international terminal to the domestic terminal to operate the domestic portion of the flight, dont give a thought to the convenience of the domestic passenger, who is also made to undertake the ludicrous exercise of filling a customs form for travelling within the country!
More jokes on the passengers are in store on board. The ticket promises Meal and Movie as inflight services. And, for the trivandrum to chennai flight via bangalore, meal is shown in both the trivandrum-bangalore sector and the bangalore-chennai sector thus promising two meals. What is actually served is a cookie or peanuts and a tetrapack juice. As if to rub it in, there is a slip accompanying this measly serving which grandly says that "This fine meal" is brought to you by Taj Madras Flight Kitchen and that the Taj Group of Hotels is renowned the world over for its diverse culinary palette. It grandly concludes saying that "We won't keep you from your meal now" and wishes us "Bon Appetite" to savour the cookie!
To add to the list of jokes on board, along with the above "meal" packet comes a tiny booklet which invites you to "Peel and Win" and assures you a free prize from a number of expensive conumer white goods listed in the booklet, and exhorts you not to forget to collect your non-existent "free" gift at the Arrival hall !
As for the inflight Movie promised in the ticket, all that the passenger can see is a blank video screen in front of the passenger seat!
Such are the jokes played on the passengers by the government of india-run "national" carrier Air India which has been reported to have accumulated losses of over Rs 30,000 crore by its wasteful practices and high overheads! No private airline would be allowed to get away with such a performance.Remember Kingfisher airlines had to shut down due to its financial mismanagement despite its efficient ontime performance and inflight services.

The unholy nexus between the politician and the civil servant and the quid pro quo
The Leader of Opposition V.S.Achuthanandan had charged the present occupant of the post of kerala chief secretary Bharat Bhushan with biased conduct favoring the ruling party in relation to the present parliament election, as follows: that on march 7 at Kannur he called a meeting of election officials in violation of the election code of conduct and asked them to act in the interests of the ruling UDF in the election, that he did this at the behest of the chief minister oommen chandi thus acting as the henchman of the ruling party, that it is for the first time in the history of kerala that a chief secretary is acting in this partisan and objectionable manner unbecoming of the high office of chief secretary and that he brought disgrace to the entire state civil service by this partisan conduct.
The chief electoral officer Nalini Netto has been pressed into service to whitewash the matter by saying that the Election Commission has not admonished bharat bhushan but only advised on how the official should conduct himself during the election process. What difference does the technicality of whether it was an advice or admonition make as the whitewash exercise does not deny the holding of a meeting of election officials by the said bharat bhushan on the said date and the other attendant facts.
It was around the same time that this official was sent by chief minister Oommen Chandi on a purposeless and expensive foreign tour to New York to talk on the “efficient implementation of government programs” in kerala! Previously also it was this official and not the transport secretary in charge of the subject who was sent by Oommen Chandi for a study of the suburban rail system in England and Europe. This is how the mutual benefit partnership works between the chief minister oommen chandi and the chief secretary bharat bhushan through wrong favours given and received at the cost of the state exchequer and good governance!

 Thank you reader!
Here is a sincere comment from a reader to my blog given underneath.(While writing that blog from my heart i could feel that it will reach every fellow-citizen's heart): ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ Sir, I read the observations of the former chief secy and my conclusion is : HE IS VERY VERY SHARP, HE MUST HAVE SERVED FOR THE PEOPLE, HE MUST BE VERY HONEST AND SINCERE. THIS IS MY PERSONAL OPINION AFTER READING THAT HE IS SHOCKED BY MAHARASHTRA CM's ARROGANT BEHAVIOR. Sir SUCH BUREAUCRATS (LIKE THE FORMER CHIEF SECY) SHOULD HAVE BEEN GIVEN SPECIAL POSTS EVEN AFTER RETIREMENT BECAUSE OF THEIR VERY SINCERE AND HONEST ATTITUDE TOWARDS PUBLIC i.e. THE EXCHEQUER. I AM VERY IMPRESSED BY HIS STATEMENT SIR. ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ Politician's insensitivity -- Blog post on 26/04/2014
I was shocked to hear the maharashtra chief minister Prithviraj Chauhan blame the citizens for finding their names deleted in the voters' list in many constituencies in Mumbai when they went to vote with their valid Election photo ID cards. How insensitive can a politician and ruler get.He should have known that there is nothing that a helpless citizen can do when he has been voting in many elections in the past and when he goes to his polling booth on the polling day this time unexpectedly finds that his name is missing from the voters' list and the polling staff turn him back without allowing him to exercise his supposedly sacrosanct democratic right to vote, and they tell him that the Election Commission's photo ID card is not as good as the voter slip which alone will be accepted. What is the helpless citizen to do at the last moment when he finds to his dismay that the booth-level officer who should have issued him the voter slip has failed to issue his voter slip. Then came some relief when the Election Commissioner promptly owned up the fault and expressed regret for depriving many eligible citizens of their voting right due to an official lapse. He reacted sensibly and much better than the insensitive politician!

Mercifully it is not the middle finger
In this election season everybody in this country is sticking up his index finger and posing for the camera, starting from the prime minister and his wife, assorted film stars and other glitterati, and the common man too.Thank goodness it is the index finger that is being stuck out and not the middle finger because sticking up the middle finger is an offensive and obscene gesture in other countries.
When seeing this gesture of sticking up the index finger, malayalam movie-goers may be reminded of the trade mark gesture of actor suresh gopi who lifts up his forearm sticking up his index finger and uttering the unexplained expletive "shit", which can perhaps stand for the undesirables of the elections like money power, muscle power, criminal power and consequently the lumpens and scoundrels coming to power."Just remember that" he also supposedly says, as does the common man sticking up his inked index finger telling the ruling political class to "just remember that" his vote is decisive and all-powerful in deciding their fate.

 Politician's insensitivity

 Special courts are the solution
In my blog two weeks ago about the common man's wait for justice in the criminal courts getting lengthened due to the supreme court's judgment directing the already-overburdened trial courts to accord special priority to criminal cases against politicians by conducting day-to-day trial and setting a one-year time limit for their disposal, i had said that the real solution is to set up special courts for the exclusive and expeditious handling of such cases against politicians and their time-bound disposal.
Now two weeks hence,Narendra Modi,BJP's prime ministerial candidate in his 3-D projected national campaign speech has come up with exactly the same suggestion viz to set up special courts for the speedy trial and time-bound disposal of the cases against politicians.

Income Tax Return forms still not available online!
While the government and the income tax department lay down inflexible last dates to the citizens for filing income tax returns every year, they are yet to make available all the different income tax return forms for the current year 2014-15 which has already commenced on 1st April and more than two weeks have already elapsed. It is also not known how many days more it will take for the forms to be put online. Why can't the department begin its preparation of the forms sufficiently early and be ready with it promptly on April 1, instead of thinking of it after the year has commenced and then taking away from the assessee the days and weeks available now for him to file his return and forget about it. Instead, one has to waste one's time by keeping on accessing the income tax website everyday in vain. The helpdesk staff do not also know when the forms will be made available. The American IRS does not put the assessee to such inconveniences. They do not alter the forms every year and the citizens do not have to look for new forms at the beginning of each year. When will the income tax department of India wake up to such basic courtesies to the citizens.

 Common man's wait will lengthen
In a recent judgment the supreme court has directed that the trial proceedings against MPs and MLAs in cases of corruption and serious offences entailing a punishment of more than two years on conviction, be undertaken on a day-to-day basis and completed latest within one year. Of course this has been done for the avowed purpose of ensuring that "criminal" MPs and MLAs do not protract the proceedings and save their sitting seats by delaying the completion of trial and pronouncement of final judgment in the criminal cases against them.
The media have celebrated this as a great step. But a closer look will reveal that this is yet another V V I P treatment for MPs and MLAs giving special priority to their cases, like their cars sporting MP MLA signboards and beacon lights getting priority passage on crowded public roads where the common man's vehicles are held up in traffic blocks. These corruption and serious offence cases against MPs and MLAs will also get top priority over those involving the common man who has to wait for years and decades and sometimes even their whole lifetime awaiting the completion of the cases in which they are parties,in the current scenario of the judicial system moving at snail's pace with three crore pending cases and no salvation in sight. It is the same trial courts which are overburdened with workload that have to exclusively hear on a day-to-day basis the cases against the MPs and MLAs and give final judgments within the laid down time limit of one year.So naturally the other cases involving the VOPs (very ordinary persons) will be put on the backburner and the common man will be the sufferer.
It is also pertinent to note that despite the existing time limit for disposal of election petition cases (filed by a losing candidate against the winner),many such cases are not decided within that period and some cases remain undecided even after the entire term of the elected MP or MLA is over and he quits the house. So the prescription of unilateral time limits is not a panacea.
There have to be special courts for trying these cases against MPs and MLAs so that this problem of arrears and delays in the regular courts do not get exacerbated and the common man does not get pushed back further in his unending wait for justice.

Update on Cancer from Johns Hopkins
This HAS to be of interest to everyone... FINALLY news from the medical world that makes sense!!!
JohnsHopkins Update This is an extremely good article. Everyone should read it.
AFTER YEARS OF TELLING PEOPLE CHEMOTHERAPY IS THE ONLY WAY TO TRY ('TRY', BEING THE KEY WORD) TO ELIMINATE CANCER,JOHNSHOPKINS IS FINALLY STARTING TO TELL YOUTHERE IS AN ALTERNATIVE WAY
Cancer Update from Johns Hopkins :
1.Every person has cancer cells in the body. These cancer Cells do not show up in the standard tests until they have Multiplied to a few billion. When doctors tell cancer patients That there are no more cancer cells in their bodies after Treatment, it just means the tests are unable to detect the Cancer cells because they have not reached the detectable Size.
2. Cancer cells occur between 6 to more than 10 times in a person's lifetime.
3.When the person's immune systemis strong the cancer Cells will be destroyed and prevented from multiplying and Forming tumors.
4. When a person has cancer it indicates the person has Nutritional deficiencies. These could be due to genetic, But also toenvironmental, foodand lifestyle factors.
5. To overcome the multiple nutritional deficiencies, changing Dietto eat more adequately and healthy, 4-5 times/day And by including supplements will strengthen the immune system.
6. Chemotherapyinvolves poisoningthe rapidly-growing Cancer cells and also destroys rapidly-growing healthy cells In the bone marrow, gastrointestinal tract etc., and can Cause organ damage, like liver, kidneys, heart, lungs etc.
7. Radiation while destroying cancer cellsalsoburns, scars And damages healthy cells, tissues and organs.
8. Initial treatment with chemotherapy and radiation will often Reduce tumor size. However prolonged use of chemotherapy and radiation do not result in more tumor destruction.
9. When the body has too much toxic burden from Chemotherapy and radiation the immune system is either Compromised or destroyed, hence the person can succumb To various kinds of infections and complications.
10. Chemotherapy and radiation can cause cancer cells to Mutate and become resistant and difficult to destroy. Surgery can also cause cancer cells to spread to other sites.
11. An effective way to battle cancer is to starve the cancer Cells by not feeding it with the foods it needs to multiply.
*CANCER CELLS FEED ON:
A. Sugar substitutes likeNutraSweet, Equal, Spoonful, etc. Are made With Aspartame and it is harmful. A better natural substitute Would be Manuka honey or molasses, but only in very small Amounts.Table salthas a chemical added to make it white in Color Better alternative is Bragg's aminos orsea salt.
B.Milkcauses the body to produce mucus, especially in the Gastro-intestinal tract.Cancer feeds on mucus. By cutting off milk and substituting with unsweetened soy milk cancer cells are being starved.
C. Cancer cells thrive in an acid environment.A meat-based Dietis acidicand it is best to eat fish, and a little other meat, Like chicken. Meat also contains livestock antibiotics, growth hormones and parasites, which are all harmful, especially to people with cancer.
D. A diet made of80%fresh vegetables and juice, whole Grains, seeds, nuts and a little fruits help put the body into Analkaline environment. About 20% can be from cooked Food including beans. Fresh vegetable juices provide live Enzymes that are easily absorbed and reach down to Cellular levels within 15 minutes to nourish and enhance Growth of healthy cells. To obtain live enzymes for building Healthy cells try and drink fresh vegetable juice (most Vegetables including bean sprouts) and eat some raw Vegetables 2 or 3 times a day.Enzymes are destroyedat Temperatures of 104 degrees F (40 degrees C)..
E. Avoidcoffee, tea, and chocolate, which have high CaffeineGreen teais a better alternative and has cancer Fighting properties. Water-best to drink purified water, or Filtered, to avoid known toxins and heavy metals in tap Water. Distilled water is acidic, avoid it.
12.Meat proteinis difficult to digest and requires a lot of Digestive enzymes. Undigested meat remaining in the Intestines becomes putrefied and leads to more toxic buildup.
13. Cancer cell walls have a tough protein covering. By Refraining from or eating less meat it frees more enzymes to attack the protein walls of cancer cells and allows the body's killer cells to destroy the cancer cells.
14.Some supplementsbuild up the immune system (IP6, Flor-ssence, Essiac, anti-oxidants, vitamins, minerals, EFAs etc.) to enable the bodies own killer cells to destroy cancer cells..Other supplementslike vitamin E are known to cause apoptosis, or programmed cell death, the body's normal method of disposing of damaged, unwanted, or unneeded cells.
15. Cancer is a disease of themind, body, and spirit.
A proactive and positive spirit will help the cancer warrior be a survivor.Anger, un-forgiveness and bitternessput the body into a stressful and acidic environment. Learn to have a loving and forgiving spirit. Learn to relax and enjoy life.
16. Cancer cells cannot thrive in an oxygenated environment.Exercising daily, anddeep breathinghelp to get more oxygen down to the cellular level. Oxygen therapy is another means employed to destroy cancer cells.
1.No plastic containersin micro.
2.No water bottlesin freezer.
3.No plastic wrapin microwave..
Johns Hopkins has recently sent this out in its newsletters. This information is being circulated at Walter Reed Army Medical Center as well. Dioxin chemicals cause cancer, especially breast cancer.Dioxins are highly poisonousto the cells of our bodies. Don't freeze your plastic bottles with water in them as this releases dioxins from the plastic. Recently, Dr Edward Fujimoto, Wellness Program Manager at Castle Hospital , was on a TV program to explain this health hazard. He talked about dioxins and how bad they are for us. He said that we should not be heating our food in the microwave using plastic containers. This especially applies to foods that contain fat. He said that the combination of fat, high heat, and plastics releases dioxin into the food and ultimately into the cells of the body. Instead, he recommends using glass, such as Corning Ware, Pyrex or ceramic containers for heating food. You get the same results, only without the dioxin. So such things as TV dinners, instant ramen and soups, etc., should be removed from the container and heated in something else. Paper isn't bad but you don't know what is in the paper. It's just safer to use tempered glass, Corning Ware, etc. He reminded us that a while ago some of the fast food restaurants moved away from the foam containers to paper The dioxin problem is one of the reasons. Also, he pointed out thatplastic wrap, such as Saran, is just as dangerous when placed over foods to be cooked in the microwave. As the food is nuked, the high heat causes poisonous toxins to actually melt out of the plastic wrap and drip into the food. Cover food with a paper towel instead.

Speed limits for vehicles raised in kerala!
The first thing that strikes one in the news about the raising of speed limits in kerala is that this proposal to raise the limit was sent by the motor vehicles department to the government secretariat two years ago and the order has been issued only now after this long lag. This delay is typical of the inefficient way in which the secretariat functions in kerala in every matter. It sits on every file for months and years, there are ten levels to be painfully traversed from the lowest clerk to the minister and chief minister comprising the section officer, under secretary, deputy secretary, joint secretary, additional secretary, special secretary and secretary within the same department, apart from the lateral movement of files for consultation between secretariat departments like law, finance, personnel et al, not to speak of the endless report-seeking and correspondence indulged in by the secretariat with the directorate or head of department. In the meanwhile months and years elapse and what is exasperating and excruciating for the public is that the secretariat displays no sense of urgency or dispatch in disposing of matters coming up before it regardless of its gravity or urgency!
The order now issued fails the test of a good law viz simplicity and memorability, because it is a maze of speed limit figures, for seven different types of vehicles (cars,two-wheelers,autorikshaws,transport light motor vehicles,non-transport light motor vehicles (only the authorities know what that oxymoron means), medium and heavy passenger vehicles and medium and heavy cargo vehicles), for seven different types of roads and situations (national highways,four-lane highways, state highways,"other" roads, country roads, city limits, school buses), thus displaying a complex grid of fortynine different speed limit figures! This is no way to administer a speed limit law meant for the general public!
See in sharp contrast how the americans have a simple and easily-remembered uniform speed limit of 60 miles per hour for all vehicles on highways and 45 miles per hour within city limits!! Added to it is the fact that sign boards displaying these speed limits are prominently displayed everywhere including expressways and wherever there is a differnent speed limit in force, that figure is displayed at the start of the road stretch and another sign board at the end of that road stretch to tell the driver that the special speed restriction is over. These basic requirements of an efficient and enlightened road culture are sadly lacking in this country and the job of the police and motor vehicles officials seems to be only to appear suddenly from nowhere before the driver only to trap him in some obscure traffic rule violation and use the law to harass the unwary citizen!

 math magic
We know that for the same temperature the actual values under Celsius (Centigrade earlier during our younger days) and Fahrenheit are different and that the reading under one system can be converted to the other by using a conversion factor viz celsius multiplied by 9/5 plus 32 = fahrenheit, as illlustrated by the following examples.

Boiling point of water - 100 degree celsius x 9/5 is 180 + 32 = 212 degree fahrenheit.
Human body temperature - 37 degree celsius x 9/5 is 66.6 + 32 = 98.6 degree fahrenheit.
Freezing point of water - 0 degree celsius x 9/5 is 0 + 32 = plus 32 degree fahrenheit.

An interesting point of math is that at minus 40 degrees, the values under both celsius and fahrenheit become identical. How? Like this... Temperature minus 40 degree celsius x 9/5 is minus 72 + 32 = minus 40 degree fahrenheit.

Math skill is key to the future
It is great to recall that i had scored 100 out of 100 in mathematics in my SSLC public examination (taken in 1961),which meant that i had answered and solved all the problems in the question paper correctly. I am not trying to to boast about my supposed prowess in math, but trying to convey a message to every reader, particularly the young not to fear math as an anathema as many seem to do. It is possible for any student to do well in math if he took sufficient interest in the subject and there is a dedicated teacher who knew how to hold the student's attention and impart the nuances of math.Talking of my schooldays, those were times when there was no coaching class or private tuition, but there was only the teaching provided by the school teacher in the regular classes in school. In my high school classes i had a great math teacher MD Kochupalu who was totally sincere and dedicated and would use every minute of each class period to elaborately explain and painstakingly write down on the blackboard the steps and solution for each problem for us to understand and copy down in our fat 200 page bound math notebooks. If there is matching commitment and diligence from the student, the result will be cent per cent score and cause for satisfaction.
Professor Marcus du Sautoy of Oxford, the famous math/science populariser put it succinctly: "Math is like sport;the training part is tough, but when you win a game or race it is wonderful." President Obama has exhorted his countrymen and in particular the youth to acquire the skills in math so as to do well in their careers and has extolled the example of the enviable math and science knowledge of the Indian immigrant students in the US.

 Singapore Changi airport
Drinking water,an essential requirement of the long-distance air traveller in the rapidly dehydrating, climate-controlled,dry and moisture-free environs of the airport and aircraft, is hard to come by in most airports in india and elsewhere.
At the Singapore Changi airport last week i was impressed to see that unlike in airports anywhere else in the world, not only are user-friendly drinking water fountains located ubiquitously in front of every washroom (one need not even push any button to open it as it starts to spout water as soon as one stands before the fountain which is sensor-activated), but the sign "drinking water" is displayed in seven different languages, english, french, german, russian, japanese, chinese and tamil, showing their thoughtfulness and thoroughness to cater to the wide spectrum of international travellers transiting this reputedly one of the best airports in the world.
Since its opening in 1981, Changi Airport has done Singapore proud. It is no empty claim when they say that Changi Airport is the world’s most awarded airport with more than 450 accolades received since it opened in 1981. In 2013 alone, Changi Airport has won 30 “Best Airport” awards from various travel publications and aviation organisations. There are over 350 retail stores and 120 F&B outlets across the airport's three terminals. Changi handled more than 53 million passenger movements in 2013, an annual record. Today, it serves more than 100 airlines flying to 280 cities in about 60 countries and territories worldwide. A flight takes off or lands at Changi roughly once every 90 seconds. It caters to the second busiest international route in the world.
Changi airport takes pride in the cleanliness of its washrooms and spares no effort to see that the highest standard of cleanliness is maintained at all times. An interactive touch screen at the entrance of each washroom invites passengers to rate the cleanliness of the washroom on a five-point scale. If the rating is low, passengers can select an on-screen icon to indicate the specific cause of their dissatisfaction which led to their low rating, e.g. "wet floors", "no toilet paper","dirty basin" etc.And once any of these options is selected, a mobile alert is immediately transmitted to the smartphone of the cleaning supervisor, who immediately takes necessary corrective action. While entering a washroom I myself saw a cleaning supervisor wiping a wet washbasin here and checking a tap there with a smile on his face and a song on his lips reflecting his total commitment to and enjoyment of his job! The washroom had a fabulous ambience and fragrance!!

 Human emotions and navarasas
According to the western theory of human emotions,as proposed by Dr Paul Ekman, there are six basic emotions viz happiness, sadness, fear, anger, surprise and disgust which are universally recognised and easily interpreted through specific facial expressions, regardless of language or culture. Researchers at the University of Glasgow,UK, have now reduced it to four, on the ground that humans have only four basic facial expressions, after deciding that fear and surprise can be combined because "they both cause wide eyes",while anger and disgust both "make us wrinkle our noses the same way".
As contrasted to the above western concept is our navarasa theory of nine emotions viz shringaram, karunam, veeram, roudram, hasyam, bhayam, beebhalsam, adbhutham and shantham, as played out through facial expressions by expert actors. Four of these emotions viz roudram (anger),bhayam (fear),beebhalsam (disgust),and adbhutham (surprise) are common to both the western and Indian lists. But as many as five of our emotions viz shringaram, karunam, veeram, hasyam and shantham do not find a place in the western list. At the same time, surprisingly and inexplicably, two very fundamental human emotions viz happiness and sadness enumerated in the western list do not find a place in the apparently-exhaustive Indian navarasa list!!
